Changes to plans to tackle residual waste in England

What is residual waste?

A key thing here is generally residual waste is too difficult or costly to separate and recycle. It also includes foods and materials you can’t compost. As a result, it can include things like composites and materials contaminated by food.

Plans

As we said, The Environmental Targets (Residual Waste) (England) Regulations 2023 has some major targets. Significantly, the goal is to ensure the amount of residual waste we produce is less than 287kg per person by the end of 2042. If successful, it would mean we are producing 50% less waste than in 2019.

Revision

While there was praise for the goal and aim to improve resource recovery in England, there have been revisions. Notably, the first major milestone is moving back two years to 2030. As a result, we have extra time to work towards the goal of getting residual waste down to 437kg per person.

Interestingly, the revision also includes a broader list of limits for different types of waste. It sets targets for specific streams, ensuring people can’t game the system and shift to other ones. Packaging and collection reforms

An important thing to keep in mind is there are significant reforms for packaging and collection on the way. The Government expects these to help deliver the bulk of the reduction in residual waste. In fact, the estimate is it will be 82% – 100% of the target for 2030.

There are three pillars here. Firstly, the Government has the Simpler Recycling initiative to standardise recycling and ensure households and businesses separate wastes into streams effectively. Second is the pEPR, an initiative that means businesses need to take more responsibility for packaging, including paying for recovery and recycling. Finally is a Deposit Return Scheme for single use drinks containers. Planned for introduction from 1st October 2027, consumers will pay a small deposit for containers like plastic bottles or cans. They will get it back when taking empty containers to a collection point.
